The vote is a small one, and owing to the distance of the Colony from England the delay involved in obtaining the previous sanction of the Secretary of State through the post might often be very inconvenient in cases calling for immediate relief, while the expense of communicating by telegraph would generally be disproportionate to the amount of relief given.
